If I were to hear someone say, "but as far as I know, he's reckoned to be part of the IT department," I would assume the speaker came from a less-educated family. "Reckon" is a bit more rural, a bit more blue collar. Sentences like "He's reckoned a good worker by his fellow employees" are perfectly grammatical, but the "reckon" word is from a lower-prestige layer of English vocabulary.
