    Если человек не работает, а только числится - как это по-английски сказать?

    My attempt:
    I don't see him often in the office, he often is sick, but as far as I know, he's reckoned as a worker of the IT Dep.
    Or maybe just "...but as far as I know, he's reckoned in the IT Dep."
    Also maybe:
    "...he is on the IT dep list."

    Does that make any sense?
    In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    "I don't often see him in the office as he is often sick, but as far as I know [he works in/ he's a member of] the IT dept."

    I think that would do it. Unless числится has a connotation that I don't know about it doesn't really need to be translated directly here.

    Можно ещё так сказать: "Does he work here?" "Only theoretically." Или "Theoretically, he's supposed to work here, but I am yet to see him at his desk."

    Best version: but as far as I know, he's part of the IT department.

    If I were to hear someone say, "but as far as I know, he's reckoned to be part of the IT department," I would assume the speaker came from a less-educated family. "Reckon" is a bit more rural, a bit more blue collar. Sentences like "He's reckoned a good worker by his fellow employees" are perfectly grammatical, but the "reckon" word is from a lower-prestige layer of English vocabulary.
