It's from the world of role-playing computer games. Прокачка in Russian means improving skills of your game character and often implies high-speed, aggressive improving. Also they often speak about different strategies of прокачка.
I will be very thankful if someone gives me an English equivalent of the Russian прокачка, or any suggestions...

It at some point became a verb in slang jargon, meaning something to the effect of "to make stylish" or "to make flashy" (just to reiterate, this isn't a real verb, so you definitely shouldn't use it in your compositions or interviews).
