    It should be:
She states she was walking when her right leg just quote gave out end quote and she fell onto the right hip.
    Which is just legalese/reporterese for:
She states she was walking when her right leg just "gave out" and she fell onto the right hip.
The speaker is just verbally indicating where the quotation marks, were the text written, would be opened and closed.

Incidentally, in this context, "gave out" is a colloquialism meaning "weakened, causing a collapse."

Is it really "and quote" ? i thought it was "end quote" which makes more sense to me.
Вот это да, я так люблю себя. И сегодня я люблю себя, ещё больше чем вчера, а завтра я буду любить себя to ещё больше чем сегодня. Тем что происходит,я вполне доволен!

Mr. Ostrov wrote it "and quote", Lindzi wrote it "end quote." What I really hate is when people say "quote end quote" and then the thing they're trying to quote. Wouldn't that just make them quote empty space? Or is there some special rule of quoting I don't know?

    Thanks so much!!

Everyone - thank you so much!
I'm transcribing some material from a tape, and I must be too tired - didn't even think about "quotes"
