I'm confused.......

У меня вообще довольно большой текст с разной ненормативной лексико, but I understood and could do everything, except this sentence...... :cry: :oops:

Пользователи только вредят себе, если сейчас они платят в банк в округе, где банки будут изменены.

Я поняла какую-то несуразицу. So, I'm confused.......

Maybe you can give us the sentence before and after this one, to help ? (context?)

Why did you use 'в округе'? Did you know that 'the States' is США?

Oh and isn't вредить what cigarettes do to your health? (harm).. 'affect' has no negative connotation here, right?

This text conserns to the europian countries, so, I suppose, that they don't mean USA......
But I can't find the proper sent. to show you what they are talking about, but they tell, that the banks will appear in some States, where the Users will be able to pay their route charges.

Мне пришлось ввести фразу "вышеуказанное распространяется на них", потому что я не могу перевести "they are affected" на русский не вводя подлежащего или дополнения, которое соотвествует неявному в оригинале обороту "by..." (скорее всего "by these new rules" or something like that).

При известной смелости можно преобразовать предложение более кардинальным образом:

"Пользователям следует обратить на это внимание только в том случае, если они в настоящий момент (далее как прежде)."

Ещё такие варианты:
Пользователи должны обратить внимание, что это касается их (имеет отношение к ним, влияет на них, относится к ним) только в том случае (если, когда)...
