The IT Crowd, season 1, ep. 2: questions

I have a problem understanding some of the things Jen is saying here and I would appreciate any help:
    http://www.youtube.com/watch?v=cDAebKg9a2E.
Especially in the very beginning, before she says "There are so many issues in the world" and in the final part, after she says "with any of my outfits."

    - Oh, honestly, I don’t say it’s fun, there are so many shoes in the world, you know, they are beautiful, I love them. In fact they are the most beautiful of those I’ve ever seen, but, you know, I can’t have everything that I love, otherwise I’d own lots of things and actually they are red, which is quite tarting; they don’t necessarily go with any of my outfits; although actually they‘d be good with most of my…
    - Come on, you, crazy bitch
    - I don’t wanna say…
    - Come on. Dam’s called the general. Дэм (или кто там у них?) объявил общий сбор.
    - Oh, god, another one.

-No honestly, honestly it's fine. There are so many shoes in the world. You know, they are beautiful, I love them; in fact they're the most beautiful shoes I've ever seen; but, you know, I can't have everything that I love, otherwise I'd own lots of things. And actually they're red which is quite tarty and they don't necessarily go with any of my outfits, although actually they do go with most of them now I think about it but.... I don't want to say tarty...
    - ...called a general

    Another little question:
    http://www.youtube.com/watch?v=1XbKbHD9SCc
"Where... where is the precinct(?) ___ extinguisher?"
I seem to hear something between "precinct" (if that's what he is actually saying) and "extinguisher." Any opinions?

Here they just wrote "Where is the precinct extinguisher?" http://www.movietranscriptions.com/2671 ... iNGOT.html (load the page into Excel and scroll down to line 919). But like you I hear another word in between. It is said so fast that it is difficult to make that word out. I don't hear "fire" nor "electrical". I think I hear that it starts with the letter "d". So my best guess is "Where's the precinct double extinguisher?" See "Jonesco double extinguisher stand" and photo here: http://www.nationwidefireextinguishers. ... stand.html

    No idea.

If I had more context I might be able to come up with something. I am not convinced that "precinct" is one of the words, but it is all very indistinct. If the story has been using the term "precinct" then that might be right. Just from that clip I think the actor just made a mistake and missed his line.

No, the word precinct is not used anywhere else in that episode. It is just the closest thing to what I hear (although with a misplaced stress). I speculated that it might mean that the extinguisher was issued and/or approved by the fire station or police station in the precinct in which the building is located (a standard-issue extinguisher, so to speak). However, I have checked again, and the word doesn't seem to be used much in that sense in British English, where it is usually used in phrases like "shopping precinct" or "pedestrian precinct."

Well, either way, thanks for trying, guys.

    Hello!
I think that the problem is that there is, in fact, no word :

"Where...where's the *ffzz* thing, th'extinguisher?" (the extinguisher, slurred together).
/ "Where...where's the [*Noise*] thing - the extinguisher?"
As if he has forgotten the word 'extinguisher' and quickly remembers it.
    Very difficult.

Aaaah! That makes total sense. Thanks!
