    Gerund usage

    The technology allows to construct ... or
    The technology allows constructing.

    Which one is better? And is there some newances in gerund usage?

    Can you give some more context?

    I don't think either of them sound right, and I believe the second one is incorrect. For the second one you should add a pronoun:

    The technology allows us/them to construct...

    Another thing you could say is:

    The technology allows the construction of...
