never heard it. What makes you think it's an idiom rather than just a couple of rhyming words?

Hmm, I put it in quotes and searched. Got 6.2 Million hits. Should be an idiom then, not?

    Hey there Ramil!

So you can add my name to the list of folks who have never heard this expression before.

I did check out the Google search you did and it seems that "eyes and thighs" have many different meanings for being found in the search.

Examples from the first three pages of results:

By "Eyes & Thighs" I am referring to the Vitamin K injection and antibiotic eye ointment that are routinely administered to newborns shortly after the birth.
Mr. Bones Jones and Eyes and Thighs (a YouTube "music" video)
Two Blog entries by that title:
1.about someone getting older and having both trouble walking and vision problems.
2.about a mom talking about her daughter's pink eye and how to make Burnished Chicken Thighs with Roasted Sweet Potatoes, Parsnips & Shallots.

As new research claims that girls as young as five are dissatisfied with their image, Lisa said her 13-year-old daughter Emily wants cosmetic surgery on her nose, eyes and thighs. She has wanted to lose weight since she was eight.
Women with these beauty problems should avoid these foods until their bodies detoxify by slowly eliminating their calcium stores. The body precipitates these out through body wastes, hair and finger nails. Their eyes and thighs should look better when the calcium gets under control.

So, that brings the question, where did you come across this expression???
I only speak two languages, English and bad English.

I returned to my shooting videos, at last. A man was explaining a lot about how to shoot at a moving target and then said something like: we used this phrase 'eyes and thighs' to illustrate the process of working of the eyes and the body together.
At first I thought it was just an odd phrase but something in his tone suggested that it was an idiom of some sorts. I then wanted to check and fed it to google. I use this trick quite often to see how much hits do I get. I didn't use quotes at first and re-checked with quotes. It appears that though neither of you has ever heard this phrase it was in fact being used often enough. I also added the word 'idiom' and didn't succeed. Well, it appears it is just a coincidence.

@chaika, but what's an idiom? A couple of rhyming words that describe something abstract enough, isn't it?

I think an idiom usually has a meaning that goes beyond the meanings of the individual words. "Keep your eye on the ball," for instance.
