1. "Handy" just means useful, and "Dandy" is an older word meaning very good, fine, etc. They don't mean all that much put together; it's something along the lines of "very usefull." "Dandy" is used here mostly because it rhymes with "Handy"
2. "Gunk" is a colloquialism meaning garbage, junk, debris, etc. In this context, it means that there is very little outdated material in that language.
3. With more context I could give a better explanation, but this should be good enough. I'm certain the article was describing the way things used to be, and how .NET changed them. So "along came .NET" is another way of saying "and then .NET was invented."

The others I don't understand.
"Handy" meaning "of use in a variety of ways" is the important word in this phrase. "Dandy" meaning "bright, appealing, showy", is just added because it rhymes. The phrase "Handy dandy" is slightly comical or childish.
