You're right. It's in the "style" of US Journalistic writing - a.k.a., newspaper and news headlines. The old journalistic "stylebook" says to separate concepts with commas instead of connecting words like "and."

As for the usage of 'missing,' wiktionary.org says it's an adjective. So you're 100% correct, as far as I can tell.
