Did the customer paid for his dinner or he just gave this thing and ran away while your father was in confusion?

The engraving reads: "Калуга. Государственный музей истории космонавтики им. К.Э. Циолковского" - "Kaluga. The Konstantin E. Tsiolkovsky State Museum of the History of Cosmonautics". Kaluga is a town. It's definitely not a real coin. It's a souvenir from the museum. It still can have some value among collectors. I had to mirror the picture to read the engraving. If it is actually flipped over the coin can be a rarity.

I don't think it costs a lot and I also think that it might be a fake. Hard to tell from these pictures

    Something similar is being sold:
    Подарочная монета им.Циолковского из музея в калуге,привезена давно. - Новосибирск - Искусство, Коллекционирование, Хобби - ост.Цум

I am afraid, you can't obtain a lot of money, but at least, you have learnt now Циолковский who is famous man in Russia.
