Those "devices" are still available. I have one, and I got it only about an year ago. My friend bought it from Russia (Moscow, I think?) And yes, I use that to make pelmeni, even if that makes me a sissy.

My mom makes pelmeni with minced meat that's half beef and half lamb.
And we eat them with lots of butter, grated cheese and sour cream.
