Yeah, that's what I thought he said somewhere else, too. I don't get how that works though -- Russia has a rep of being one of the most rigidly bureaucratic of places AND really suspicious of foreign armies/spies. How is it then that you get to "serve abroad" and count that -- it ain't a college academic exchange or something...

I think it is he is of jewish heritage, I think they have some special status...
