After consonant before vowel. Separating hard/soft sign.
Ъ - "hard sing" - previous consonant is hard and prononced separately from the next vowel.
Ь - "soft sing" - previous consonant is soft and prononced separately from the next vowel.
 
After consonant before consonant or at the end of word.
Ь - "soft sing" - previous consonant is soft.
угол - end l is hard
уголь - end l is soft
 
Historically in old Slavonic languages
Ъ - very short vowel У or О. (Still used in Bulgarian)
Ь - very short vowel И.
