    What are the exact rules in the picture section? Because you know people will put up their personal pictures. This is ok to an extent right? Because if it is someone from Russia, or even someone who is just trying to learn the language, they are somehow connected to Russia. So would it still be off topic?

    Well, the description says "Post pictures and links to photos about anything Russian. But try to follow the general idea and rules of the forum!" So it's OK to post a picture of yourself since you're a part of this forum.
