In unstressed syllables the letter "о" is pronounced as "а". But it is not a firm rule, this depends on dialect.

I believe it's generally considered much better to use vowel reduction (unstressed о/а to ə, unstressed е to и), I have been told that not using vowel reduction is sometimes considered "uneducated".
