I would like to read more on that. Would you share your links? I mean, my first reaction is that is a very smart move by Gaddhafi: if I were him I would hand out the weapons to the civilians as his army retreats in hope to spur some resistance from some locals (and/or unrest/havoc/etc. within the cities left to the enemy) and make the opposition responsible for restoring the order while suffering additional casualties, spreading their forces and thus weakening them as they progress. If I were to hand out the weapons in Tripoli, I would provide no ammo, so that would look like the government is asking for help from the people (см. "Братья и сёстры" (TM)), but with no ammo the local hidden opposition would not be able to do much practically. Anyways, those were just my speculations and, as I said, I would like to learn more about it.
