"A U.S. Treasury Department official said the rebels cold sell Libyan crude oil without being subject to U.S. sanctions if they conducted transactions outside the National Oil Corp and other sanctioned entities in Gaddafi's administration."

Ta-da!

The most interesting part though, is that "an official" is not named anywhere! The news are printing this "an official" phrase over and over without saying who that official actually was. Maybe you can do better and find the name of that mysterious guy? I am looking at the press-releases of the Press Center of the U.S. Treasury Department right here http://www.treasury.gov/press-center/Pages/default.aspx and there's nothing about this important news right now!
