    Who's the politician in the photo?

    A couple of days ago I saw NHK's documentary on Blavezha Accords and for some reason they didn't mention names of the interviewed politicians.

    Could you, please, tell me who's the guy in the photo?

    He was called 'Mister Yes' opposite to Soviet foreign minister Gromyko who used to be called 'Mister No'. He behaved like a traitor to his country and should be charged for that in court IMHO.
    Please, correct my mistakes, except for the cases I misspell something on purpose!
