Масштабы происшествий уменьшаются всегда. Самое желательное - вообще всё скрыть. Любой чиновник поднялся наверх в результате того, что уволили некоего предыдущего чиновника на этом месте за какие-то ошибки или просчёты. Которые есть всегда. В результате этого процесса вырабатывается навык рапортовать наверх, что всё хорошо и ничего плохого не происходит. So, initially there weren't any numbers (in hope the issue could be resolved quickly and swept under the rug) and the later figures showed the difference between the internal documents and the official releases as much as 100 times!
