Point by point:
A) Zakharchenko said there would be no cease-fire.
B) Zakharchenko announced an offensive but then changed the wording (lots of news on this now - check out the post above)
C) the mayor of Mariupol held the rebels responsible. He didn't blame the Kiev government.

I'm waiting for when citizens that live in both 'areas' start to question and then turn against these governments/republics (publicly) (i.e. those 'in charge').
I think in the areas near Mariupol etc. the locals just don't care enough - the "rebels" are armed after all, and standing up to them requires certain kind of involvement, which they aren't ready for and don't care for. But that may change as the "rebels" kill more and more civilians. On the other hand, should those "rebels" show up their faces anywhere near Lviv, that would be the last thing they've done in history.
