    Ь or ъ first?

    I take a Russian Independent Study class in my school, but I mainly learn Russian through outside sources. Today my teacher (a native Ukrainian) said that ь comes before ъ in the alphabet. According to her, it is ь ы ъ, but I always learned it as ъ ы ь. I'm just wondering who's right, or if either is acceptable.
