They seem to be smiles, like quick smiley faces, but I'm not sure.
If by "lately" you mean years then yes.
These are indeed smiles - we are often too lazy to add eyes and noses. The more brackets are there the wider the smile is (or sometimes it's laughter). Same goes for "(" and "(((" (sad and extremely sad).
They are very common, I often have to put a conscious effort to use "standard" smiles while I'm on English-speaking forums. When I found out for the first time that people from other countries did not understand what those brackets meant I was surprised. )))

After a while, people got lazy and couldn't be bothered to draw the nose. Russians just took this laziness one step further and stopped drawing the eyes too! )))

Here is my hypothesis.
That laziness is actually from chats and ICQ, where people type fast. And if they type in Russian, symbols ":" and ";" are in upper row of keys (along with digits) and in uppercase so they are more difficult to type with blind method.
"Россия для русских" - это неправильно. Остальные-то чем лучше?
That's what I was thinking, but ) is in that same top row and also needs the shift key, so why would that affect it? The only thing I can think of is that : is right in the middle and so difficult to type using only one hand.

Actually, I consciously avoid using
Cr@p. See what happens? Plain and honest :-) gets substituted with a picture. Since nobody in his right mind would substitute a single ) it looks more 'aesthetic' to my taste.
Well, laziness plays a big role too.
What I learned today is that this habit is peculiar only the Russians. I thought this is universal.
