Once Again Issue about "Можете открывать окно"

Well let me correct your text first
Generally, your Russian is very good.

    1. I think "Максим видит, что..." in this context would be better.
    2. "Друзьям очень душно" - it is an impersonal sentence. "Друзьям" is not the subject here, it just has no grammatical subject. Therefore, the second part of the clause (явно хотят открыть окна) is not clear without "они". You need "они" because it helps to link the subject to "друзьям" and "друзьям" is not in the Nominative (is not a subject itself).
    3. I do not like "явно" in this context. I cannot explain why. Maybe other Russians will disagree. But I would better say "и они наверняка хотят открыть окна".

    Grammatically, no mistakes! But:
    1. Again, I do not like "явно".
    2. "... даже если Маским только скажет ..." is better than "...
    3. "... разрешение на открытие окон" is too much official. You should have written "...

I corrected the punctuation. No other mistakes.

"В этой речи" is not good. If you want to stick to "речь", you can say: "Максим в своей речи использует ..."
    but not "в этой речи".

Well, I see what you mean. It is a very subtle question you are asking
    I would answer this way:
In the given context (as you described), both "открывать" and "открыть" are possible. However, "открывать" better expresses the long expectation. "Открыть" does not convey this nuance, it is a simple statement of permission to do something.

    Hello Yuki,
I wouldn't say that it's incorrect. But you need to realize that there is a certain implication that this action is going to be repeated. In other words, it's not a one-off action. I think that in your context it is more likely to hear someone say: But in the following contexts I would use "открывать."

(So, here we can see that the action is expected to be repeated.)

(In this case there is going to be one action but it’s a long one)
    To summarize:
Открывать can be used for: a) repetitive action (a series of actions) b) for a long action which involves a process
    Открыть – a one-off action (a relatively short action)
I might be missing something but that’s all I can think of right now.

Shnuddy, I am inclined to agree with Yuki that there might be one more nuance with the imperfective. CAN imply long expectation of a permission.

    Imagine another situation:
You are going to visit your friend. You approach his house and knock at the door. But your friends want to make a surprise for you, and he asks you to wait a little:

After you wait for a while, he finally says:
