Тут уж можно примерно перевести как At this point...

Эти слова можно менять местами: уж тут = тут уж.





Что уж тут сказать? = Тут уж сказать нечего: дурак, да и только!

Тут уж = тут уже, basically, "And now, in such situation..." when you want to say about expected outcome of known events\circumstances or want to stress connection between them and what you say next.

Тут уж is being used in obvious situations, when events happens in such unpleasant succesion, that there are not many options left to say / to act.

тут уж [теперь] сказать нечего = что я могу ещё сказать [в этой ситуации]? Да, я шантажировал её!

Example 2:
"Тут уж не до хорошего" we say when the situation is difficult and we are hoping on the chance, that there is a way to minimize negative consequences.
You want to buy a bus ticket with convenient departure time (tomorrow morning for example), but suddenly realize, that many people who are staying in queue before you, will probably buy all tickets, maybe even on all buses departing tomorrow. You are ready to put up with the fact, that you will unlikely get ticket on the convenient bus , and can say: Тут уж не до хорошего, хоть бы на последний автобус билет взять.

1) = при таких обстоятельствах (under such circumstances)
Doctor to patient: "I'm so sorry to report that you are terminally ill. There's no medicine to help you. Тут уж ничем не поможешь — he said, shrugging.

2) = теперь (now that)
Wife: darling, couldn't you move the couch, I want to wipe the floor under it.
Husband: sure I could (he has moved the couch). Can I help you with something else?
Wife: No, thanks, тут уж я сама справлюсь.
