I first read "tandemocracy" in a newspaper article speculating on how the upcoming Medvedev/ Putin presidency was going to work. It was clearly just a jokey pun. I thought it was quite cute the first time I saw it, but it got less cute once I'd seen 3000 other hacks copy it.
