I would've thought it would be "с 16 до 19 января" instead. I assume it's not a typo. Is по used instead to emphasize the continuousness throughout the whole duration, the 17 and 18 included?

When we say "c 16 по 19" we mean that 19 is always included, but when we say "c 16 до 19", 19 is excluded in most cases, IMO.
