There are some nuances. Also you forgot about the verb "осуществлять".

1. "This stage of the production is performed / executed in China" -
2. "This machine can perform the process quicker and more effectively" -
Этот этап производства реализован/осуществлен/выполнен в Китае. (done)
Этот этап производства реализуется/осуществляется в Китае. (performing right now or will be soon)

Этот проект осуществляется/реализуется под контролем правительства. ("выполняется" works worse here)
Армия может выполнить любую задачу. ("осуществить" and "реализовать" sound weird here)
Магазин выполнил план по продаже часов. ("осуществить" and "реализовать" also sound weird here)

There is no a strict rule, sometimes they are interchangeable. But "выполнять" is a bit more informal.

Also, реализовать (реализовывать) is a general term for "to sell", when you distribute/sell goods:
В этом месяце магазин Антонио реализовал украшений на сумму 15 тысяч евро. (= sold the jewelery)

The verb "осуществлять" literally means "to lead something to its existence". In fact, "to realize" means almost the same, because it implies "making things real/material".

"Эта машина может реализовать / выполнять процесс быстрее и более эффективно"
"Реализовать" sounds unproper here. I would use "выполнить" only.
