A friend greeted me with this - what does it mean? Welcome?

Нет, roger - это "Вас понял".
Когда говорят "Приём" - это означает, что радист переключился с передачи на приём и ожидает ответа.
В таких случаях говорят "Over"

It might be a military term and not only that. When making a radio contact and about to go to reception mode people say over = приём.

It may be smth. like "do you hear me well? (is the connect good?)", "are you online?" or even just "I am here!"
