Thread: по полной

I'm translating an exercise from Russian Mentor and I see, taken from a Russian paper, the following:
"нам надо было вводи́ть по полной - 10 тысяч с тяжелым вооружением и снаряжением"
Previouysly it is said that in Kosovo NATO forces had introduced 13.000 troops and therefore...."we were obliged to introduce [in whole / to complete?] 10.000 troops with heavy weapons and equipment". I don't find clear the meaning of "по полной" and its feminine gender. Can your make clear to me? Thanks.

Сокращение от "по полной программе".
