It can mean "humanely" or "(to explain something) in simple words", or "(to do something) properly".

On Star Trek: The Next Generation, Data the Android говорил на человеческом языке, meaning, he spoke in a human language. (Which was known as "Federation Standard," and just happened to sound exactly like late-20th-century US English!!!).

But Data often had difficulty speaking по-человечиски. (Although he was programmed to communicate in human languages, he had difficulty with "natural colloquial speech".)
