    Творительный падеж (признаваться)

"Налоговым резидентом России признается физическое лицо, находившееся на территории России более 183 дней в течение одного календарного года."

Moi perevod: As tax resident of Russia are recognized financial entity, who remains in the territory of Russia more than ...
    Why tvoritelnyi padezh?
Ya napisal by: "Как налоговый ресидент России считается / признается физическое лицо ...

Ok считаться needs Tvoritelnyi but does признаваться also?

    That sentence is equal to:
"Физическое лицо признается (кем? чем?) налоговым резидентом, если оно находится территории России..." etc.

    Possible translation:
"Tax resident is a person, who remains..."

Yes, it's just a reverse word order.
BTW, compare "Налоговым резидентом России признается физическое лицо"
to Налоговый резидент России признается физическим лицом". Do you see the difference in meaning?

Since there is no strict word order in Russian, cases indicate the role a noun, pronoun or adjective plays in the sentence.
You have the subject that is always in Nominative. Therefore, if you see some other case you can safely assume this noun, pronoun or adjective is not the subject.

I am too tired now to see any difference in this sentence I just noticed that the subject changed.
