"Устами младенца глаголЕт истина" is likely to derive from the Gospel:

"Видев же первосвященники и книжники чудеса, которые Он сотворил, и детей, восклицающих в храме и говорящих: осанна Сыну Давидову! - вознегодовали и сказали Ему: слышишь ли, что они говорят? Иисус же говорит им: да! разве вы никогда не читали: из уст младенцев и грудных детей Ты устроил хвалу?"

but there is no such phrase in the Bible, this phrase appeared somehow in Russian but can be traced to the Bible, it evolved with a grammatically incorrect ending, and the exact word is actually

глаголИть

which is the older way of 'говорить', so old that it is hardly ever used nowadays except in church sermons or to sound derogatory or ironical as with "Анатолий Борисович Чубайс". You see, Анатолий Борисович Чубайс is even compared to octopus Paul, and the word "глаголИт" is used for sarcasm. But grammatically correct is "глаголИт", not "глаголЕт".
