Одного из репортёров, который забрался было с камерой на зеленый холм, чтобы снять открывшуюся [opened before us] панораму московских улиц, одёрнул [pull sb up] кто-то из коллег: мол, куда, по траве не ходить.

My understanding:
One of the reporters, who climbed up a green hill with a camera to take a panoramic view of the Moscow streets, was stopped by one of his colleagues: ?? on the grass not walk.

Why is here было?

2. мол
I don't have a clear idea what мол means here though I looked up the dictionary.

3. куда
I think it means to where ..., but then I don't understand the whole sentence.

было after a verb means ‘nearly’.
забрался было ‘nearly climbed’, ‘was on the point of climbing’.

мол — a colloquial expression meaning ‘according to smb’s words’
«…мол, куда, по траве не ходить» means that he said «Куда?! По траве не ходить!» ‘Where [are you going]?! Don’t walk on the grass!’
(«Куда?!» is a quite unceremonious expression meaning ‘You are not allowed to go there!’.)
