It means all things are difficult at the beginning. Pretty common.
It's also used sarcastically when one believes things will go from bad to worse.
I think many things can be used sarcastically regardless of meaning.

So begemot should know both this meanings, or he can be mislead.
Well, now I agree because of "a lot of people". But at first you said it like it's one of the few things that could be used in a sarcastic way.
спасибо, я понимаю.
По Дмитрию Лихачеву исток этой поговорки был сам Петр Великий, кто сказал "лиха беда первому оленью в гарь кинуться, остальные все там же будут"
Как лучше переводить английскую фразу "coined the term" or "coined the phrase"?
может быть: "создавать выражение"?
I'd say Придумать высказывание. Context!
I've got a TV, and I'm not afraid to use it
"to coin the term" or "to coin the phrase" = "придумать/пустить в употребление/изобрести понятие (term) or фразу (phrase)"Originally Posted by begemot
