I'd say "употреблять" is more like "consume". There's a good chance that something one can "употреблять" won't be of much use afterwards, while something one can "использовать" may be used again and again.

(К примеру, сейчас я употребляю чай, используя при этом чашку. The cup will still be here when I'm done, and the tea'll be gone.)
