English expression 'selling something short', short sale, "продажа без покрытия" is perhaps not as useful for vernacular usage. I don't know.

.Short selling is a market procedure, to sell something (stocks, bonds or even houses) that you don't own. For retail account holders, short selling requires that one first borrow the item (with conditions attached, such as paying interest, and dividends for stocks shorted, if they occur). Short selling is done when one anticipates that market prices will decline. Profit is made if the decline actually occurs, after one has made the short sale. You close out the short sale, by purchasing the item. And so you see, if done properly, you sell high first, then buy low later, and collect the difference. But you can't know if thing will really go down, and prices might go up.
For companies that are doomed, like Enron was, all available stock is borrowed by insiders to short, and so no one else can get in on profiting from the collapse. Insiders always know when the company is doomed, and are likely to try to short.
Some extremely large parties in markets are not required to borrow the item first. They can short without borrowing the stock, bond or whatever. This is called naked shorting because one does not have the item being shorted. This is particularly abusive in markets, and can be followed by a "fail to deliver" at the time clearing of the transaction occurs, meaning that no shares or money changes hands, but prices have been severely depressed. This is used to crash prices down, without incurring any risk at all. Only big players like Goldman Sachs, JPM, etc can do this. This has been documented in multiple cases from the market crashing in '08, '09. (In 1929 it was legal, and used to kill the market, and wipe out retail customers.) It is actually illegal, but no one prosecutes GS, JPM etc.
The use of shorting in the markets lead to the use of the term in everyday language, in places like NY city, and then spread to the rest of the country. And meaning has to do with undervaluing.
