    For a conservative person we say that: he is wearing blinkers.
    Is there a term in Russian also?

    Yes. "blinkers/blinders"="шоры".
    It is often used as adjective "зашоренный (blinkered)" in your meaning:
    зашоренный — с русского на английский
    "он зашо́ренный челове́к в полити́ческом отноше́нии — he has blinkers on when it comes to politics"
