Not always though. There must exist the proper noun in Russian: курение, вождение, ...
Hence no ПРИ in the sentence:
Ёжики плакали, кололись, но продолжали жрать кактус.

Но ПРИ большом желании, можно переписать его:
При поедании кактуса ёжики плачут и колются.
