Well, coming from the word structure it should be "without apologies" or without some formal phrases to soften the speech.

Imagine a situations where there might be something to apologize for. For instance Bush and the War in Iraq. We can say "Bush unapologetically spoke about the importance of the Iraq war"... so Bush isn't showing any signs of apology/regret about the criticism laden against him (for starting/continuing the war) or tries to soften the speech in any way. So pretty much exactly like you said.

В данном случае самым точным я считаю без зазрения/угрызений совести. Но это характеризует скорее Буша, а не его речь. Английское же предложение, мне кажется, характеризует именно речь. Хотя, по-моему, здесь не велика разница, на чем сделать акцент.


In this case the most exact phrase I think would be без зазрения/угрызений совести (not be conscience-stricken). But that describes Bush's personality and not his speech. On the contary, the English version is more about his speech. But I personally see little difference here which one to stress.
