    Question

    Is there a rule of how I construct these type of questions?

    For example?

    "Why we don't go with the train?" - "Не поехать ли нам на поезде?"
    Чем больше слов, тем меньше они стоят.

    I wouldn't call it "rule", rather "set expression". E.g. "А не выпить ли нам коньячку?"
    There are of course other means to express this idea, e.g.: "может быть, пойдем по лестнице?", "может быть, по коньячку?", "почему бы нам не пойти по лестнице?", and so on.

    I think the answer is simple: Never.

    Unless you watch Soviet and Russian movies, TV series, live among Russians for at least a month - then maybe never.

    This kind of expression is very popular, you would get used to it very soon if are able to hear then and now.
