Чем больше слов, тем меньше они стоят.
I wouldn't call it "rule", rather "set expression". E.g. "А не выпить ли нам коньячку?"
There are of course other means to express this idea, e.g.: "может быть, пойдем по лестнице?", "может быть, по коньячку?", "почему бы нам не пойти по лестнице?", and so on.
Unless you watch Soviet and Russian movies, TV series, live among Russians for at least a month - then maybe never.
This kind of expression is very popular, you would get used to it very soon if are able to hear then and now.
