Hmm... May be you want to say: «Люди не покупаются, хоть они и нанимаются»?
The form you wrote may be used for a number of людей: «Ежегодно большое количество людей покупаются на уловки мошенников», «Вы можете дать взятку чиновнику, но некоторое количество людей в стране не покупается ни за какие деньги».

Yes.
I know you say:
Осадков не предвидится.
This does not sound illogical to me but I do not know why this is so. I see there is no rule such as "The negated subject of a reflexive verb is to be put in the genitive case" so how is it?

Yes, we say that. You may also say «На этой планете людей/животных/мусора не найдено». You see, this is completely passive («Я убью всех этих людей»).
In you example («людей не покупается») it is active. I know, this sounds strange, but in Russian language люди (men) покупаются самостоятельно (позволяют себя купить).
See also examples from my previous message: «Вы можете дать взятку чиновнику, но некоторое количество людей в стране не покупается ни за какие деньги». It looks like it become passive voice only when there are number of them.
In fact, I can't explain this.

It is just different падеж (grammatical case) here:
не предвидится кого/чего? Осадков
предвидится кто/что? Катастрофа (множественное число: предвидятся кто/что? Осадки)
You see, that negation changes grammatical case here.
не покупается кто/что? Человек (множественное число: не покупаются кто/что? Люди)
Negation changes nothing here: человек покупается, люди покупаются.
You just need to remember this.

Звучит странно, так как мы привыкли, что слово «нанимаются» — это действие со стороны людей. Но в данном контексте (учитывая, что они покупаются, как вещи) — это действие со стороны работодателя по отношению к людям: «люди нанимаются работодателем, но люди не покупаются им».

Вообще-то в данном примере люди не покупаются, а продаются. Verb "купиться" when applied to человеку/людям has completely different meaning. :)
This phrase should be formulated like: "людей нельзя купить, но можно нанять".

I like this reason. Looks like reflexive verbs work differently with animate and inanimate nouns.

Да, ты прав. Вообще, у меня шифер снесло от этой фразы. Не знаю, что и думать.
Всё же я считаю, что люди могут покупаться (в смысле «продаваться»). Например, «рабы покупаются для того, чтобы выполнять работу».

you cannot do - нельзя сделать что-либо

Obviously, it's different cases. Zubr asked why they are different.
There have been several threads about genitive in negation here. I don't remember what were found there. I remember only that it's rather complex topic.

Lae, transitive verbs are verbs which require (or allow) the accusative case after them. "Осадков не предвидится" is absolutely another instance. And I'm sure you know yourself that "осадков" is in the genitive there.

I think my russian colleagues are carried away a bit. :-)
I'm going back to the beginning.
Людей не покупается, хоть они и нанимаются. The only mistakes here are the ending of the word Людей (You have to say Люди) and the suffix of the word покупается (You have to say покупаются).
Люди не покупаются (People are not buyable; People could not be the subject of buying).
Хоть они и нанимаются or хоть они и могут быть нанятыми (Though they could be employed/hired).
The sentence is not common but it is acceptable in my opinion (but I can't assure you that it is grammatical because I have no the proper education).
Люди не покупаются; Доброе имя не покупается; Мечта не покупается etc.
Somedody told that it is not a passive form but I bet it is.
