Would you translate this sentence?

Новак заявил о выплате КРОНом (company) $2,5 млрд долга за....

I am not sure if you understand what I wrote...

Why is it КРОНом and not КРОНу?

Is my translation in English correct? -> Novak (surname) announced a KRON's payment of 2,5 mld dollar's debt for...

I don't speak English perfectly so I don't know whether my translation is correct.

КРОНу would mean than the debt was paid to КРОН.
And КРОНом means that the debt was paid by КРОН.

Does "заявил о" mean "announced"?
Does "выплата" mean "redeem/pay off" (verb) or "payment" (noun)?
And finally, does "$2,5 млрд долга" mean "$2,5 миллиардного долга" or "$2,5 миллиард долга"?

Выплатить долг — To pay off a debt.
Выплата долга — Pay off of a debt.

«двух с половиной миллиардов долларов долга».

The phrase does not imply that $2.5M is the whole debt. It can be only a part of the debt. We don’t know this from the phrase itself.
