I am not sure if you understand what I wrote...
Why is it КРОНом and not КРОНу?

I don't speak English perfectly so I don't know whether my translation is correct.
КРОНу would mean than the debt was paid to КРОН.
And КРОНом means that the debt was paid by КРОН.

Выплатить долг — To pay off a debt.
Выплата долга — Pay off of a debt.
«двух с половиной миллиардов долларов долга».
The phrase does not imply that $2.5M is the whole debt. It can be only a part of the debt. We don’t know this from the phrase itself.
