I think, what you really need is a word for not being able to have children ("infertile"), as most people can do it. It is adjective "бесплодный". Most commonly used in its short from "Он бесплоден"/"Она бесплодна". The condition is unsurprisingly called "бесплодие" ("infertility"): "У неё бесплодие"

The other way to say that is by explicitly stating "one cannot have children": "Он/она не может иметь детей".

Certainly, you can say in Russian that someone is fertile ("is able to have children"), but it comes out as extremely unnatural. Infertility is not that often a condition. "Он способен иметь детей", "Она способна иметь детей", "Он/она может иметь детей".. You get the idea.
