charge - licensed

Two words that are difficult for me to find in the dictionary in the desired context.
1. Charge
- In the dictionary: одалживать, давать в долг, вводить в долги, брать в долг, входить в долг
- I just want to say:
(a) For this first meeting I will not charge you (i.e. any money for providing services)
(b) If you change your ticket's day they will charge you 50 euro more.
(c) He charged me 100 euro for fixing my computer
2. Licensed:
- I just want to say
(a) Is this person a licensed lawyer? (i.e. does he have the right to do this profession, is he trained, educated)?

a. За эту первую встречу я с вас денег не возьму.
b. За перенос даты (на билете) с вас возьмут дополнительно 50 евро.
c. Он взял с меня 100 евро за починку компьютера.

Also
Починка компьютера у него стоила мне 50 евро (обошлась мне в 50 евро). и т.д.

2. Есть ли у этого человека адвокатская лицензия? (literary)
У этого человека есть адвокатская лицензия? (in speech)
