bounced check это чек, на счете которого отсутствуют средства)

Saying "Что процентная ставка?" you asks to repeat someone what he told you about it because you didn't catch the main idea. Saying "Какова процентная ставка?" you ask what the interest rate is.

there is a way to say "Что за процентная ставка?" but it makes sense when spoken. :wink:

More details: English "what" is translated by "что" or "какой" depending on the grammatical context.

Use "что" if there is a verb after "what" in the English question:

What do you have for breakfast? - Что вы едите на завтрак? Что у вас на завтрак?
What did he tell you? - Что он вам сказал?
What can I take? - Что я могу взять? Что мне можно взять?
What are you reading? - Что вы читаете?

Что implies it can be substituted by a noun in an affirmative sentence.

Use "какой" if "what" is immediately followed by a noun in the English question:
What book are you reading? - Какую книгу вы читаете?
What country do you live in? - В какой стране вы живёте?
What language is the most difficult? - Какой язык самый трудный?
Also use "какой" for "what kind of" expression:
What kind of music do you like? - Какую вы любите музыку? Какая музыка вам нравится?
What kind of tea is it? - Какой это чай?

Какой implies a description of a noun, it is usually substituted by an adjective in affirmative sentences.

Now, let's look how to translate "What is (+ a noun)... ?" into Russian.
When you want to hear a name of a thing:
What is this/that/it? - Что это?
What was it? - Что это было? etc.

When you want to concretize something already mentioned, use "какой" (the words to be concretized are underlined below):
What is the climate in Russia? - Какой климат в России?
What is the price of that thing? - Какая цена у этой вещи? (Not so natural, better: Сколько стоит эта вещь?)
What is your favourite colour? - Какой ваш любимый цвет?
What was the topic of the last lesson? - Какая была тема последнего урока?
Note that какой is used before nouns in all the phrases above, it behaves like an adjective.

However, when you need a definition of a word, you use the expression "что такое" or "что есть" (the latter sounds very formal):
What is the bank? - Что такое банк? Что есть банк?
What is the grammar? - Что такое грамматика? Что есть грамматика?
What is temperature? - Что такое температура? Что есть температура?
Each of those phrases imply that a definition should follow, for example: the temperature is a physical characteristic of an object, ... (so on).

In colloquial speech, "какой" can be often replaced by "что за" expression:
Какую книгу вы читаете? = Что за книгу вы читаете?
Какой это чай? = Что это за чай?
Какой климат в России? = Что за климат в России?
But be careful with this expression, there are some restrictions in its use. For example, "В какой стране вы живёте?" - impossible to use "что за" here. Generally, "что за" cannot be used with prepositions.

"Каков" is just a short adjective form of "какой". It can be used in nominative only, but it changes its gender and number: "каков, какова, каково, каковы". Каков sounds more official, it's only used as a predicate:
What is your opinion? - Какое у вас мнение? Каково ваше мнение?
What is my bank balance? - Какой у меня банковский баланс? Каков мой банковский баланс?
What is his diagnosis? - Какой у него диагноз? Каков его диагноз?
I hope those examples explain the usage of "каков".

Какова́/какая ставка рефинансирования Центрального Банка России сейчас? - correct
Какая процентная ставка? - would be correct in context only, for example, as a specifying question: "they offer good conditions on credits" - "what is the interest rate?".

It's English slang for "thanks a lot" :). You can use "ta" on its own, which just means "thanks", but I've never seen "muchly" used in any other phrase.
