    It may be both:
    1. a terrorist
    2. action movie (action film)

    Not quite.
Боевик is not the same as террорист.
IMO, the only difference between боевик and партизан is who they fight for or whether we consider them good guys or bad guys. Guerillas who are good guys, i.e. those who fight for our friends/allies, are партизаны. Guerillas who are bad guys, e.g. fight against us or against regimes that we consider our friends/allies, are боевики.
It is the same as with шпионы и разведчики. Our spies are разведчики. "Their" spies are шпионы.

Generally боевик is from the word бой (combat or fight) so, the literal translation would be combatant or fighter.

When we're speaking about terrorists (in itself is a quite good translation) I've also met in newspapers the term militant (Very close meaning) or rampant militant.

The word боевик can also be mentioned in texts concerning the secret service. There are аналитики (analysts) и оперативники (боевики) so the thanslation would be operative.

Also the word боевик may be used for a movie genre. (thriller, blockbuster)

There's no such word "bodet". I even can't a hazard guess about what do you mean.

mb. будет - future form of the verb быть (to be)?

Like I said, the meaning of the word боевик strongly depends on the context. I varies from a movie genre to a terrorist.

Generally word боевик is connected with the concept of combat and everything related to it. Even in case of a movie the word means there's a lot of shooting, killing and/or fighting in it.
