    хорошенький, чистенький

I know хорошенький can mean pretty.
But what is the general affect of this -енький suffix. Is it a diminutive form?

Yes, you're right. But only -еньк- is a suffix, -ий is an ending.

this reminds me of an example: i was comming out of the toilets in hard rock cafe in moscow and 2 oldish russian skanks called me хорошенький, молоденький and then asked me to dance
i think the best way to translate it would be 'fresh and young'. oh well, nobody ever called me that in england!

It is a diminutive form, and it's often used with a touch of tenderness.
