    хватить + dat or gen?

ему не хватает (рд.)— he is short (of)
у него не хватает денег — he is short of [pressed for] money
ему хватило времени — he had time enough
у него не хватает времени — he is hard pressed for time

Is there any way to figure out if хватить will take either the dat or gen?
    thanks

"времени" и "денег" is always in genitive here.
"ему" vs "у него" is no diference here for me.
Russian is tough, let’s go shopping!
