The most common (and correct) answer is B while A can be used too.

С is applicable only if the kid doesn't like skating but you want him to skate anyway.

The translation of this sentence (За какой срок можно научить ребенка кататься на коньках?) must be something like this:

How long could it take to teach a child to skate?

No, Chaika is right.

You can't simply substitute 'does' for 'could' in that sentence, as Chaika said. If you want to use "could", you'd have to change the structure of the sentence to something like

"How quickly could you teach a child to skate?"

which is not the same question as

"How long does it take to teach a child to skate?"

The first asks how long it would take under a hypothetical ideal set of circumstances, the second asks how long it generally takes under normal circumstances.

My Russian isn't good enough to tell whether the sentence "За какой срок можно научить ребенка кататься на коньках?" contains any such distinction.

This is a concrete question. It asks how quickly could you (personally) teach a (maybe even the) child to skate.

This is a general question. It asks generally, not personally, i.e. any person could do teaching (it may as well be you yourself) and it doesn't matter because it just asks for some most general timeframe.

Можно and could here are not related whatsoever.
